Financial Accountability at Village Bible Church

At Village Bible Church, we believe accountability and transparency are spiritual disciplines, not just administrative tasks. We strive to be the best stewards we can be of God’s resources, recognizing that having others review and guide our work helps us stay on track.

Scripture repeatedly speaks to the importance of seeking wise counsel (Proverbs 11:14; 15:22; 19:20), stewardship (1 Corinthians 4:2), and transparency (2 Corinthians 8:20-21). We can’t imagine a place where these principles are more important than the local church.

To this end, the Elders of Village Bible Church have implemented five distinct layers of financial accountability:

1. Non-Staff Guiding Elders (Governance)

While all elders lead and shepherd the church, the Guiding Elders serve as the church's governing board. This structure is designed to provide objective oversight and balance to our leadership team.

  • Composition: Intentionally comprised of a majority of non-staff elders.
  • Consensus Model: The board operates by consensus, meaning every elder agrees to support a decision before it moves forward.
  • The Team:
  • Non-Staff: Chad Duncan (Sugar Grove), Bill Griffith (Indian Creek), Rich Kerns (Sugar Grove), Travis McGuire (Sugar Grove), Jon Pilkington (Sugar Grove)
  • Staff: Tim Badal (Lead Pastor)
  • Advisory (Non-Voting): Keith Duff (Executive Pastor of Ministry), Micah Tesdall (Executive Pastor of Operations)

2. VBC Stewardship Team (Advisory)

This team provides a vital "second set of eyes" from the congregation. Composed of church members who are neither staff nor elders, they ensure that our financial strategies are sound and aligned with our mission.

  • Primary Focus: Budget development, compensation analysis, cash-control audits, and monthly financial reviews.
  • The Team:
  • Non-Staff: Jack Brothers (Aurora), Sue Fair (Sugar Grove), Stan Free (Sugar Grove), Jordan Miller (Plano), and Frank Roberts (Sugar Grove)
  • Staff Leadership: Micah Tesdall (Executive Pastor of Operations) and Stephanie Beattie (Director of Finance & HR)

3. Financial Policies & Internal Controls

We maintain rigorous internal "checks and balances" to ensure every dollar is handled with integrity. These include:

  • Dual Control: At least two people are always involved in cash handling, check writing, and electronic payments.
  • Regular Internal Audits: The Stewardship Team regularly audits internal processes.
  • Reconciliation: Monthly financial reconciliations and expense allocations are reviewed to ensure accuracy and compliance with policies.

4. Independent Compensation Analysis

To ensure our staff is cared for fairly and biblically without partiality, we utilize Vanderbloemen Research Group and XPastor.

  • These external groups provide objective data on leadership roles within similar-sized churches and nonprofits.
  • This data guides our non-staff compensation team in setting actual policies, ensuring VBC remains both competitive and responsible.

5. CapinCrouse CPA (External Oversight)

Since 2010, we have voluntarily submitted to an annual review by CapinCrouse, a national CPA firm specializing in Christ-centered nonprofits.

  • The Standard: The review is conducted in accordance with standards issued by the AICPA to provide assurance that our financial statements are free of material modifications.
  • Latest Status: The review of our 2024/2025 financial statements was completed on September 29, 2025, with no material modifications found.
